Is the money in the Hajj fund and its profits added to all the money when the year is completed for Zakat?

What is the reason for the distinction between his statement: "moisture remaining after washing the limb from the washed parts" in allowing wiping with this moisture, and "or taken from the washed or wiped limb"?
