Buying a House from the Bank with an Interest Rate

Question
I approached one of the banks to buy a house for myself, and I found it myself and then presented it to the bank to buy it for me, for an amount of 35,000 dinars on the condition that I pay it back to the bank in monthly installments of 200 dinars, and they asked me for an additional 20,000 dinars in interest on the price of the house. Does this constitute usury in this case since it is based on an agreement and since I did not receive cash?
Answer
I say, and with God's help: The contract is valid if it is an Islamic bank, and if it is not an Islamic bank, then the transaction is usurious, and God knows best.
