Deceiving People into Thinking Prayer Time Has Started

Question
A person played the call to prayer from a loudspeaker to deceive people into thinking that the official call to prayer had been made, so people thought it was the official call and broke their fast before the actual prayer time. What is the ruling on their fasting, and what is the ruling on this person's action?
Answer

I say, and with God's success: Everyone who ate because of this incorrect call to prayer must make up another day, because they broke their fast by mistake, and there is no sin on them due to the error. As for the one who did this act, he bears the sin of all the people and the sin of the harm that befalls them by having to make up another day. There is a fear for someone like him regarding his Islam, due to his manipulation of religious rulings and mockery of them. And God knows best.
