I say, and with Allah's success: If the semen is dry, then the garment is purified by rubbing, whether the semen is from a man or a woman. As for wet semen, it is only purified by washing; as reported by Al-Daraqutni in his Sunan from Aisha, may Allah be pleased with her, who said: "I used to rub the semen from the garment of the Messenger of Allah (peace be upon him) when it was dry, and I would wash it when it was wet." And from Humam ibn Al-Harith, may Allah be pleased with him, who said: "A guest came to Aisha, and she ordered a yellow cloak for him, and he slept in it. He had a wet dream and was shy to send it back with the trace of the wet dream on it, so he dipped it in water and then sent it back. Aisha said: 'You did not ruin our garment; it would have sufficed him to rub it with his fingers, and perhaps I rubbed it from the garment of the Messenger of Allah (peace be upon him) with my fingers.'" This is found in Sunan Al-Tirmidhi 1: 199, and it is authenticated, and in Musnad Abu Awana 1: 175, and in Sunan Ibn Majah 1: 179.
