I say, and with God's success: It is forbidden for a menstruating woman to read from the Mushaf, whether it is paper or phone. However, merely passing the eyes over it is permissible on the condition that she reads from a phone that has a cover that separates it, so that she does not touch the Quran. And God knows best.
