Question
Is it permissible to remove real impurity from clothing, the body, or a place with a liquid other than water?
Answer
I say, and with God's success: It is permissible, and it is a condition for the permissibility of removing impurity with it that the liquid be pure, flowing, and capable of removing the impurity, like vinegar. Impurity does not disappear with ghee, milk, or oil; because although they are pure, they are not capable of removing the impurity. Refer to: Al-Bahr Al-Ra'iq 1: 234, and Al-Binayah 1: 710, and God knows best.
