I say, and with God's help: It is permissible; because it is allowed to remove impurity with a liquid other than water, provided that the liquid is pure, liquid, and capable of removing the impurity, which is true for vinegar. See: Al-Bahr Al-Ra'iq 1: 234, and Al-Binayah 1: 710, and God knows best.
