Selling a Coupon for Less than Its Actual Price

There is a system in the state where they buy food stamp coupons from customers for an amount less than the actual price of the coupon. For example, the coupon is worth $100, and they buy it from them for $65, knowing that the coupon is from the government for American citizens. Is it permissible to buy food stamp coupons, considering that my husband sometimes works in a gas station or a grocery store in America, and the coupon is purchased for $65 and then resold for $100 to any customer who wants to buy it?
Answer
I say, and with God's success: This coupon is considered a commodity; due to its owner's ability to purchase goods worth 100 dollars with it, it is therefore permissible to sell it for less than that and for another to benefit from it, unless the laws prohibit it, and God knows best.
