I say, and with God's success: It is not permissible; this is due to the condition of purity being stipulated in the text for tayammum by His saying: (So perform tayammum with clean soil); and because the dust is pure and purifying, and when it dries after impurity, it becomes pure but not purifying, even if it is permissible to pray on it.
