I say, and with God's success: The obligatory zakat on crops and fruits may be (10)% or (5)% depending on the farmer's situation regarding effort or expenses for irrigating the land: If it is irrigated directly from rainwater or from a flood without the farmer bearing effort or incurring specific expenses for its irrigation, except for plowing and planting the land, then its zakat is (10)%. However, if he irrigated it himself or spent on its irrigation, such as installing pipes for watering vegetables and trees, its zakat is (5)%. And if the crops were irrigated for most of the year by flood, then it is one-tenth, and if irrigated for most of the year by machinery, then it is half of one-tenth. If half of the year is irrigated by machinery and half without machinery, then it is also half of one-tenth; as narrated by Ibn Umar, may Allah be pleased with him, who said: 'What is irrigated by rain and springs or is one-tenth is one-tenth, and what is irrigated by sprinkling is half of one-tenth' in Sahih Bukhari 2: 540, and Sahih Ibn Khuzaymah 4: 37. And Al-Sha'bi, may Allah be pleased with him, said: 'What is irrigated by rain or by a flood is one-tenth, and what is irrigated by a bucket or a well or a sieve is half of one-tenth' in the reports of Abu Yusuf R117, and Allah knows best.
