Do the two Sunnah Rak'ahs of 'Isha differ from the two Rak'ahs of Shaf'?

I say, and with God's help: the Shaf' (even) prayer consists of two Rak'ahs, and after the Sunnah, he prays the Witr as three Rak'ahs, and God knows best.
