What is the considered distance for permitting tayammum due to the distance from water?
Answer

I say, and with God's success: A distance of a mile — which is approximately (2) kilometers — even if he is residing in the city, it is not a condition for him to be in the desert or traveling. The distance of water being a mile allows for tayammum for both the traveler and the resident; because the condition is the absence of water, so wherever this is realized, tayammum is permissible. Ibn Umar  said: "I saw the Prophet  perform tayammum in a place called 'Murabid al-Nam', while he could see the houses of the city." In Al-Mustadrak 1: 288, and it was authenticated, and Yahya ibn Sa'id narrated it from Ibn Umar . And Nafi' said: "Ibn Umar  performed tayammum at a distance of a mile or two from the city, and he prayed the 'Asr prayer while the sun was still high and did not repeat the prayer," in Al-Mustadrak 1: 289.
