Answer
Al-Hadr: It is to hasten, and it is a Sunnah in the call to prayer; because the call to prayer is to inform the attendees about the commencement of the prayer, and it is achieved by hastening. Narrated by Jabir (may Allah be pleased with him), the Prophet (peace be upon him) said to Bilal: "When you call the adhan, prolong it, and when you establish the prayer, hasten, and make the time between your adhan and your iqamah equal to the time it takes for the eater to finish eating, the drinker to finish drinking, and the one who needs to relieve himself to do so." This is found in Al-Mustadrak 1: 320, and Al-Hakim said: Its chain of narration is not disputed. Also found in Sunan Al-Tirmidhi 1: 373, Musnad Abd Ibn Hamid 1: 310, and Al-Mu'jam Al-Awsat 2: 270. And from Abu Al-Zubair (may Allah be pleased with him), the muezzin of Al-Aqsa Mosque, he said: "Umar Ibn Al-Khattab (may Allah be pleased with him) came to us and said: When you call the adhan, prolong it, and when you establish the prayer, hasten." This is in Musannaf Ibn Abi Shaybah 1: 195, and its chain of narration is accepted as in I'laa Al-Sunan 1: 104. See: Sharh Al-Wiqayah p. 140.
