Answer
I say, and with God's success: It is disliked to use it for purification as a matter of preference when there is something else that is not disliked. It is not disliked in the absence of pure water; because it is pure and it is not permissible to resort to tayammum (dry ablution) in its presence. The reason for the dislike is that it does not avoid impurity, and we do not consider it impure; because the impurity is lifted due to the reason of the prescribed circumambulation. It was narrated from Kabsha bint K'ab ibn Malik, may Allah be pleased with her, who was married to Ibn Abi Qatadah: "Indeed, Abu Qatadah entered upon her and she poured for him water for ablution, and a cat came and drank from it, so he tilted the vessel for it until it drank. Kabsha said: He saw me looking at him. He said: Are you amazed, O daughter of my brother? I said: Yes. He said: Indeed, the Messenger of Allah said: It is not impure; it is one of those that circulate among you or around you." In Al-Muntaka 1: 26, Sahih Ibn Khuzaymah 1: 55, Sahih Ibn Hibban 4: 115, and Sunan Al-Tirmidhi 1: 151, and it was authenticated. See: Maraqi Al-Falah 32, Al-Sayah 1: 465, and Radd Al-Muhtar 1: 149, and Allah knows best.
