I say, with Allah's guidance: The wisdom behind the permissibility of wiping over the khuffs is to provide ease and relief for those obligated, especially when it is difficult to remove the khuffs and wash the feet, particularly during winter and severe cold, and during travel with its associated haste and continuous journeying.
