Wearing a Cotton Garment Over a Shoe

Question
Is it permissible to wipe over the cotton garment if it is worn over the shoe?
Answer
I say, and with God's success: If the garment is made of cotton or something similar and is worn over the shoes, it is not permissible to wipe over it unless it is such that water does not penetrate to the inside of the shoe, in which case it is permissible to wipe over it to achieve the intended purpose. However, if it is worn alone, it is not permissible to wipe over it because it is not possible to continue walking on it. See: Sharh al-Wiqayah p.114, and Nihayat al-Murad p.387, and God knows best.
