Wiping over socks that cannot be walked on for (5) kilometers

Is it permissible for someone who wears socks that are not suitable for walking a distance of (5) kilometers but has something worn over them to wipe over them?
Answer
I say, and with God's help: It is not permissible to wipe over them; because it is a condition for the permissibility of wiping over them that it is possible to follow the usual walking in them for a distance of a farsakh or more — which is approximately five kilometers — without hardship, and without wearing anything over them. What is meant by their suitability for covering the distance is that they are suitable for that by themselves without wearing anything over them.
