What is the ruling for someone who washed the parts of his ablution but did not let the water flow over the limb?

Whoever washed the parts of his ablution and did not let the water flow, as if he used it like oil, it is not permissible according to the apparent narration. Likewise, if he performed ablution with snow and nothing dripped from it, it is not permissible. However, if two or three drops dripped, it is permissible due to the presence of flowing water. See: Al-Ikhtiyar 1: 12, Al-Bada'i 1: 3, Hashiyat 'Issam al-Din Q6/A, and Fath Bab al-'Inayah 1: 41.
